Estate Fish Bay is a residential subdivision on the south side of St. John, in the historic Reef Bay Quarter, originally platted as Cocoloba Village with covenants first recorded in 1973. The Estate Fish Bay Owners' Association, a volunteer-run non-profit formed in 1983, serves more than 200 home sites. It reviews building plans, grades and paves the roads, and collects dues. Its amended covenants allow one single-family home with an attached or detached guest house per parcel under R-1 zoning, bar using a residence as a commercial guest house, and limit pets to two dogs or cats plus caged small birds. No more than 20 percent of a lot may be covered by impervious surfaces, apart from cistern catchment. The association reports that about 50 acres of Fish Bay wetlands are now protected territorial land. Buyers should read the covenants and bylaws and get a statement that dues are paid.

The site also posts a lawsuit by members against board members (its statement refers to a May 2024 annual meeting); its current status is not stated. The $500 dues figure may change.
