The Bureau of Motor Vehicles handles driver's licenses, identification cards, vehicle registration, titles and inspections for the territory, and its St. Thomas district office is at Tutu Park Mall. New residents bringing a car to the island will need this office. The bureau says a vehicle never registered in the Virgin Islands must be presented with the original title, proof of valid insurance, the Highway User's Tax form, the buyer's ID and the shipping documents. Private vehicles more than ten years old need an annual inspection. Appointments for licenses, ID cards, learner's permits and road tests can be booked online for each island, and the bureau's online portal handles address changes, license and ID renewals, registration renewals and duplicate stickers, titles or plates. The bureau publishes one set of office hours, with a separate window for vehicle inspections.
