WAPA, the Virgin Islands Water and Power Authority, generates and distributes electricity on St. Croix and distributes piped drinking water to customers on its water system. The Legislature created the authority in 1964, and a nine-member governing board with public and private sector members sets its policies. WAPA runs a power plant on St. Croix, and the drinking water it distributes is made from seawater by Seven Seas Water Corporation at a reverse osmosis facility, under a long-term agreement. Renters and buyers on St. Croix contact WAPA to start, transfer or end electric or water service. The St. Croix customer office is in the Sunny Isle Shopping Annex and is open on weekdays. The website offers online bill payment, an outage map, published electric and water rates, and downloadable forms, including service applications and a landlord-tenant form.
