Yvonne E. Milliner-Bowsky Elementary School is a public PreK-5 school in Estate Mandahl, on the north side of St. Thomas, part of the St. Thomas-St. John District of the Virgin Islands Department of Education (VIDE). It opened in 1973 on a former Peace Corps training site, was long known as Peace Corps Elementary School, and now carries the name of its founding principal, who later became the district's superintendent. Hurricane Marilyn destroyed the school in 1995; the current building opened in 2000. A new school is planned: its website shows a project launch ceremony for a PreK-8 school, and in May 2026 the Office of Disaster Recovery announced construction bidding. To enroll, complete VIDE's online pre-registration form, then bring the child and original documents to the district registration office, weekdays 9 a.m. to 2 p.m. Children must be 4 by December 31 for the district's Sugar Apple Pre-K.
